In very simple terms, this is how I would like to see the Canadian Parliament (House of Commons) structured.

Addition February 23, 2022 "Ultimately I support balanced representation of the West but through means that reduce our Government size overall not just add more seats (338 being the starting point)."
In addition to this is a Parliamentary Oversight Council (and Provincially a Legislative Oversight Council) comprised of non-politicians from legal, business and other walks of life. They would have the power to walk in (with reason), seize documents and directly investigate corruption within our government offices.

Each member of the Council would be chosen by some form of election or appointment by a body outside of government. I haven't really thought much more on this.

​They basically replace "Commissions" and have more authority to demand the attendance of key persons or witnesses and documents with law enforcement support. No more politicians hiding behind the curtain of limited liability for committing ethics or even criminal acts.

​The Office of Ethics Commissioner would be replaced by this neutral Council not answering to any one Political Party or the PMO as the OEC does now.

(summarized again in a tweet, February 23, 2022 "I think Canada needs to set up a permanent Parliamentary Review Council made up of qualified elected members of the public who are tasked w/ holding public hearings into any action of Parliament that Canadians express as questionable. Like congressional hearings in the US."
I'd like to see changes in the Parliamentary rules:

1. a Minister must always be present (if they're in the country and not sick) to respond to questions directed to them

2. a Minister must be compelled to  directly answer the question or clearly state that they refuse to answer
