Graffiti (removable), Shoplifting/Petty Theft (under $1,000), Minor Property Damage, Mischief, etc
While the impact of these crimes on victims should not be underestimated, I believe first offenders should participate in a 'My City, Our Home Rejuvenation Program' under Community Standards instead of hefty fines and/or jail time.
