Before anyone freaks out on me, ChatGPT was the source of this information. It's used as a guide not a law. So I ask you - do these penalties do absolutely anything at all to reduce graffiti in our city? It doesn't seem they do. I say on the first offense why aren't we putting these offenders (most of whom are 14-20 years old) into a community hours program that puts them out there cleaning up graffiti and garbage?
